I agree it's a huge problem. But which engineers aren't paying attention? Adobe can't control what the makers of third party tools do or don't do. There is an international standard for forms, which has not changed in many years, which everyone should follow, and they just don't.
Your only realistic option is to insist that people use Adobe Reader - that they install it, know how to use it, and understand that some browsers ignore it.
Where Adobe do let us down is that on mobile devices the Adobe Reader products do not have full parity with desktop products e.g. with JavaScript.
