Let's walk through how to get an image into ID...
Create a new document the correct size.
Unless you are adding content that you want to appear on more than one page in the same position, make sure your document page is selected in the Pages panel (it should be highlighted). For content to appear on multiple pages, select the master page.
File > Place... and navigate to the folder where your image is saved and choose it. Click open. You can also drag and drop from Finder or Windows Explorer, or from Adobe Bridge, but you should not drag and drop or copy/cut/paste from any file except the same or another InDesign document when bringing in a picture.
Click the loaded "place gun" cursor where you want the image (unless you already had a frame selected, in which case the image will just appear in the frame). If you click and release the image will be placed at 100% with the top left corner where you click. If you click and drag it will draw a proportional frame and scale the image to fit.
Once your image is on the page you should be able to select it using the Selection tool (to select the frame and image together), the Direct Select tool (just the image, but that's pretty much obsolete these days since double clicking with the selection tool will select the image in the frame), or you can use the "content grabber" donut in the center of the frame to move the image inside the frame.
